DSM Consulting Services - Preferred Vendor List

EfficiencyOne (E1) will be developing its first five-year Demand Side Management (DSM) Plan for the period of 2026-2030 over the course of 2023 & 2024 and expects to file its Application with the Nova Scotia Utility and Review Board (NSUARB) on February 28, 2025. EfficiencyOne anticipates the 2026-2030 DSM Plan will address several emerging topics as well as NSUARB directives from their Decision on EfficiencyOne’s 2023-2025 DSM Plan. 

To support the development of its 2026-2030 DSM Plan, EfficiencyOne is looking to compile a Preferred Vendor List of qualified consultants who have expertise in one or more of the following areas: 

  • Cost Effectiveness Testing
  • Avoided Costs
  • Incremental Costs
  • Solar PV
  • Market Transformation
  • Electrification
  • Demand Response
  • Energy Storage
  • Energy Efficiency Innovation
  • Moderate Income Offerings
  • Integrated Distributed Energy Resources

EfficiencyOne will then engage with those on its Preferred Vendor List as the need arises throughout DSM Plan development and subsequent regulatory proceeding. Potential engagements may include the following activities:

  • Advising E1 on best practices and providing recommendations
  • Jurisdictional reviews
  • Providing technical support
  • Leading presentations or workshops with stakeholders
  • Providing written evidence as part of E1’s DSM Plan application
  • Providing expert testimony as part of the DSM Plan hearing
  • Measure characterization and program design support
